Traffic accidents, which we often hear, every time we regret and feel great pain, are often caused by the malfunction of the vehicle. Cars that have become an integral part of our lives are used every day, both by ourselves and by our relatives and friends. Therefore, we need the vehicle to be technically in good condition above all. Also, namely due to this reason, the compliance of the technical condition of vehicles with the requirements of road traffic safety and environmental protection is covered in the Law of the Republic of Azerbaijan on “Road Traffic”. According to the requirements of this law, mechanical vehicles used in road traffic should be provided with the maintenance in a timely manner.

It should be noted that during the technical inspection, not only the technical condition of the car is detected, but also its affiliation, registration information are clarified, measures to combat crime and other offenses are taken. All this serves to ensure the safety of our citizens' life and health.
According to the Road Traffic Law, buses, trucks with a maximum mass exceeding 3.5 tons and others should be technically examined once in a year, and other cars and trucks should be examined once in every two years if four years have passed from their production year and once in a year if ten years have passed. 

A number of amendments and additions have been made to relevant articles of the Law of the Republic of Azerbaijan "On Road Traffic" for further improvement of the rules for technical inspection of vehicles. These changes are of greater interest because they are primarily due to the vehicle's technical inspection period. Thus, if the technical inspection of mechanical transport vehicles was carried out in the period from January 1 to October 31, according to the previous rules, and if the vehicles in good condition were provided with the technical coupon, these rules have been canceled.

In order to determine the date of the next technical inspection of the vehicles according to the amendments to the law, the technical examination periods of the cars mentioned above should be calculated from the date of the previous technical inspection. According to another amendment to the legislation, the failure to undergo technical inspection within 20 days from the date of the next technical inspection of the vehicle causes administrative liability.
In other words, the vehicle must be submitted for technical inspection within 20 days of the expiration of the period given.
After the expiration of this period, vehicles that have not been technically checked will be detected by special devices during road traffic, and an electronic decision on administrative penalty is made about the driver in the automatic mode.

A person who has been brought to administrative responsibility for driving a vehicle without a technical inspection will be given another 20 days to eliminate this failure.
However, a person who has not yet submitted a vehicle for technical inspection until the end of this period shall be subject to administrative liability each time as mentioned above.
It should be noted that the owner of the vehicle or the person authorized to dispose of the vehicle may submit the vehicle to the Testing Centers of the State Traffic Police Office prior to the date of the next technical inspection. However, remember that the date of the next technical inspection of your vehicle will be changed and this date will be calculated from the date the vehicle was last inspected.

Another important change to the law is the development of an electronic ticket about a vehicle undergoing technical inspection. In this case, there is no longer need for a technical inspection paper stick to the vehicle's windscreen. Thus, the e-ticket on the technical inspection issued by the Central Information System of the Main State Traffic Police Department of the Ministry of Internal Affairs of the Republic of Azerbaijan is sent electronically to the “ASAN payment” system and the system forwards this e-ticket on the technical inspection to the electronic cabinet set up in the internet for the user of each vehicle and sends it to the e-mail address of that person (if applicable).

In case of defects in buses and the trucks with a maximum allowable weight of more than 3.5 tons, the owner of the vehicle shall be notified of these failures. Only after the elimination of the defects mentioned in the notice, an electronic ticket is issued for the technical inspection of that vehicle.

After the technical inspection of other cars, an electronic ticket is being drawn up first. If any defect was detected during the technical inspection, the vehicle’s owner will be notified of these failures and recommended to eliminate them. If the defects mentioned in the notification are again detected when presenting the same vehicle to the next technical inspection, there will not be any electronic tickets on the technical inspection of the vehicle until the defects are eliminated.

One of the important additions and amendments to the rules on submitting the vehicles to the state technical inspection is related to the payment of administrative fines. Thus, the owner of the vehicle or the person who has the right to dispose of the vehicle may only submit the vehicle to the technical inspection, after paying administrative fines.
