Referring to the official information provided by the partner organizations, we inform you that the federal legislation of the Russian Federation “On state control over the implementation of international road transportation and liability for violation of the rules of execution of such transportations” has been amended.
Thus, according to the amendment currently in force, when a vehicle belonging to a foreign carrier enters the state border checkpoint of the Russian Federation (RF), if it is found that the administrative penalty for an administrative offense previously committed in Russia via that vehicle has not been paid, the said vehicle shall be allowed to continue moving in the territory of the RF only after payment of the said administrative penalty.
The foreign carrier or its representative vehicle must fulfil the obligation of administrative penalty within 3 hours after the vehicle enters the state border checkpoint of the Russian Federation. Otherwise, measures established by law will be taken to remove the vehicle from the territory of the Russian Federation.
In addition, from July 7, 2021, when the relevant provisions of the law come into force, the same rules will apply to vehicles belonging to a foreign carrier wishing to depart the Russian Federation. That is, in the event of non-payment of the administrative penalty for an administrative offense committed in the territory of the Russian Federation by a vehicle belonging to a foreign carrier, restriction will be imposed on the departure of that vehicle from the territory of the Russian Federation.
