” About the traffic regulation” About the application of the law of the Azerbaijan Republic Cabinet of Ministers of Azerbaijan Republic decides the purpose of providing the execution of the 24 dated decree of November 22, 1998:
Regulations should be affirmed (it is been Appendix)” about courses of the preparing drivers of transport means and extending of their specialties “.
2. “For receiving driving license theoretically on traffic regulations” and the rules should be affirmed (it is been Appendix) over “preparing to the practical exams on traffic means management problems independently “.
“Accepting the exams from the persons who ask for the driving license for the right operating the traffic means and the regulations on the rules for handing them Driving license ” should be affirmed. (appendix to it)
4. It should be determined that, excluding the case of inaccuracy in the script of Driving license , is paid in amount of 5000 manats fee for its changing .
This decision comes into force since signing day.

Regulation on the preparing drivers of transport means and the regulations about the courses on extending their specialties .
I. General provisions.
1.1. This regulations of "Traffic rules"" about the application of the law of the Azerbaijan Republic" have been prepared according to the President of the Azerbaijan Republic to 24 numbered decrees dated on November 22, 1998.
1.2. Preparing drivers of transport means and expanding their specialties has been implemented with the technical methodical teaching and technical base materials, the consent received by legislation of the Azerbaijan Republic in accordance with established procedure, it is implemented in the courses and in the educational establishments registered by the office of the State Traffic Police of the Ministry of the Internal Affairs. Preparing drivers of transport means and expanding their specialties affirmed by the Ministry of Education of Azerbaijan Republic on the basis of educational standards and is carried out with the unique teaching plan and program coordinated with the Office of the State Traffic Police of the Ministry of Internal Affairs.
II. Forming of the preparing drivers of transport means and expanding their specialties .
2.1. Training system of preparing drivers of transport means and expanding their specialties reflects the following in you:
a)The educational period for the preparing drivers for operating the category of "C" means of transport is until to 3.5 months in the courses, the category of "B" and "A" means of transport, for operating tram and trolleybus to 2.5 months, but it is carried out according to the teaching plans, programs and educational period in the teaching establishments.
Preparing the drivers of the traffic means is implemented in the courses organized of the persons fit for driving due to their health and who have reached the intended age limit;
b) The educational period is 1,5 months of the courses for expanding specialites of the "B", "C", "D", "E" category automobile means of drivers.
The extension the specialties of the "C" category automobile means of drivers, is implemented in the courses organized of the drivers who have the rights for operating "B" category of automobile means.
The expanding the specialties of the "D" category of automobile means of transport, who have experience more than 3 years in the field of operating the automobile means of transport belonging to the category "B" or "C" or "BC", who hasn't committed any traffic accidents resulted with their death or damaged persons in the last two years, is implemented in the courses organized of persons who hasn't deprived of the driving right as to control the vehicle in the drunkard situation state .
The expanding the specialties of the "D" category of automobile means of transport, is implemented in the courses organized of persons who have experience more than 3 years in the field of operating the automobile means of transport belonging to the category "B" or "BC" or "C", or “BCD” or “CD” or “D”
c) Age limit of the listeners accepted to courses is determined like the following depending on the vehicle category:
On "A" category from 16 ages;
On categories "B", "C", from 18 ages;
On categories of "D" and "E" and "trolley-buses", from 18 ages (for military servicemen from 19 ages);
On "Tram", from 20 ages.
2.2. Preparing drivers of transport means and expanding their speciality is implemented separating from the production and in separating.
2.3. Persons wanting to enter establishment of teaching on preparing drivers of transport means and expanding their specialties according to the admitting rules write application in the name of chief of the establishment with showing the category of the means of transport having selected .
The following documents are added into the application:
for preparing drivers of "A", "B", "C" means of category transport: Application or Notification of the establishment (of the unity, association, organization) for persons who sent to study; Medical reference in the determined form; three photos in the 3,5 4,5cms measure; Document about educational to the origin, if he (she) has (introduced personally);Passport or another document (introduced personally) substituting it; receipt (for paid groups) about paying the educational fee;
For extension the specialties of the drivers of "B", "C" means of vehicles, the driving license besides the documents shown in the "a" item, but for ones belonging the category "D", "E" besides the shown documents in the means of appropriate motor transport is presented appropriate State Traffic police reference and the extract from the work-book affirming the driving work experience.
2.4. The number of the students must be 10-30 persons in the education group for preparing drivers of transport means and raising their specialties .
Within 15 days from the beginning of the seminars in the teaching establishments, each teaching group suitable to the 1 numbered regulation must be registered according to the territory in the Registration of the Examination (REP) presenting the order and the list of the each teaching persons . List of the group of each teaching entering the REP must be sent to the State Traffic Police after registering within 7 days.
2.5. To the teaching process of the students in the teaching establishment includes
laboratory -experiment , first medical help, driving teaching for the operating the means of motor transport .
2.6. Seminars of theoretical laboratory-experiment and first medical help is held in the supplied cabinets (in the classes) and laboratories. Training of the driving in the means of motor transport is held in the auto simulators and in the training autodrome (in the little square). In the front and in the back of the mechanical means of transport used for teaching driving there is equal-sided , white coloured, directed up to, red framed and is made mark by written "Teaching" word in the shape of triangle in black. The drive training the roads is permitted only with the participation of the instructor and with the person learning to drive when he (she) has the primary habit of driving. There should be document and identity card on the person giving drive training about concerning to the right to giving drive training of the same means of vehicle category
. 2.7. All kind of seminars determined with the educational plan and programs is held on the affirmed schedule of the lesson , but the drive seminars is carried out on the graphic of the shifting of the drive training of the means of motor
transport.
2.8.All kind of calculation of the seminars in the journals of calculation of the training on the determined form , but the drive training besides is carried out (the 2nd Appendix) in the leaflets of way and booklets of training of private driving (the 2nd Appendix)
III. Guidance to the preparing the drivers of transport means and expanding their specialties .
3.1. Ministry of Education of the Azerbaijan Republic leads methodical process of the preparing driver cadres for the transport means in the republic together with the State Traffic Police office of the Ministry of Internal Affairs in the teaching establishments and courses carrying out activity in this is and the state implements the regulations and has worked necessary measures for developing this system in the frame of educational programs.
3.2. Establishments implementing the process of the preparing drivers of transport means and raising of their specialties : learning together with Ministry of Education. They appoint the demand for preparing the drivers of transport means and the improvement of professional skills in the republic; they take part in the broadening directly in providing the material-technical equipments of the educational establishments ;they bear responsibility for the improving of the quality of the education implementing the process of preparing and increasing the level of professional skills; They take part for preparing drivers of transport means and for improving the raising of their profession in the scientific researches and investigations; they implement placing and selecting the engineer-pedagogical cadres; they learn the advanced experiments of the establishments being engaged with preparing drivers of transport means and raising of their specialties , generalize and spread .
3.3 Affirmed leading posts according to the main positions the leading employees of the teaching establishments, teachers and production teaching masters
(Instructor drivers), speciality characteristics, teachings about engineer-pedagogical affairs are determined by regulations.
3.4 In accordance with this regulation administration to all activities of the educational establishments (institutions) is implemented on the basis of regulations of the teaching establishment.
3.5 For Having laboratory- experiment seminars are appointed of the production teaching masters educated of higher and middle speciality , of persons having higher auto-tractor production speciality and of persons having work experience.
3.6 For having training of driving of the means of transport the training masters who are not below the secondary education , in the corresponding category transport it is appointed from the persons who have a -three-year work experience and about the certificate (3rd Appendix) having preparations on drive training methods special program.
3.7 Teachers of the subject of the exploitation and structure of the motor transport are usually appointed of the higher educated persons on auto-tractor specialties . For controlling motor transport is required suitable driving certificate additionally on the subjects of the bases of safety motion and the traffic regulations.
3.8 Raising of the specialties of the engineer-pedagogical employees of the preparing drivers of transport means and the establishments of increasing their speciality is implemented in the present system by Ministry of Education of the Azerbaijan Republic.
IV. Teaching-material base.
4.1 For preparing high quality of motor transport means of drivers and providing of raising their specialties there must be modern visual means , training technical means, equipments, apparatus and tools, the teaching cabinets (classes) fully equipped with the school training aids and laboratories (4th Appendix), teaching square and teaching training vehicles in the teaching establishments.
İn the cases of where transport machines and training squares don't suffice the educational establishments will be able to take on lease transport means and areas belonging to physical and juridical persons.
The modern motor transport means of teaching establishments, fuel-lubricating materials, equipment, providing with the spare parts and tools are implemented in accordance with the determined rules.
4.2. ALL means of motor transport of the teaching establishment are registered according to the territory in the REP.
V. Final examinations.
5.1 For determining students knowledge, ability and the levels of their skills, for the purpose of making the independent driving preparation known in the end of the training, at first they take pass-examinations then they are taken exams according to the territory in the REP. For receiving exams the orders are given to the Point of Registration Exams before holding the exams by 25 of the previous month.
By order of chief of the teaching establishment chairman and consisted of two members exam commission is created for receiving exams from students. In the Appendix to the composition of the exam commission, the representatives preparing of the motor transport establishments preparing driving cadres for them will be able to include.
5.2 The students are permitted who received positive final marks on all subjects and completed whole training course on the programs and plans of the curriculum affirmed for the exams.
5.3 Theoretical exams in the teaching groups, prepared by Ministry of Education of the Azerbaijan republic on the basis of curriculum and programs of which are in the forth and is held through affirmed exam tickets.
Exams on training of the practical driving means of transports are held in two stages :
At first in the square, then in the route of control in the condition of motion of road coordinated with State Traffic Police.
5.4. Knowledge, ability and habits of students are valued with system of four points: 5 (excellent), 4 (good), 3 (sufficient), and 2 (unsatisfactory) "3» is considered passed.
Students received sufficient from exams are allowed only to the repeated exams after additional preparation.
5.5. Results of the exams are documented by protocol (the 5th Appendix), are signed and are sealed by chief of the establishment then the members of the commission and chairmen.
5.6. Certificate is given (the 6th Appendix) about the completion of training course to students successfully passed examination in the teaching establishment .
Certificate is counted serious report, holds printing-house row number and is prepared by Ministry of Education of the Azerbaijan Republic in the centralized rule. Certificate given to students about completion course of training on the program of preparing drivers of transport means and raising their specialties is not counted document giving operating right to the same transport , for permitting to the exams according to receiving driving license allowing operating rights for conformable category means of transport is presented to State Traffic Police.
5.7. Protocols of the exam commissions and teaching documents of the group of education are kept in the establishments during 75 years.
He is given duplicate certificate on the basis of protocol of exam commission and petition of graduate in the case of losing certificate about completion of teaching establishment.

1. Booklet is issued to student during reception to the establishment of teaching and is kept until the end of training.
2. Student is not allowed to student to the seminars without presenting booklet.

For receiving driving certificate on traffic regulations theoretical and rules of independently preparations for practical exams on the management of the means of motor transport
Y. General provisions
1.1. These rules "On traffic regulations" to the law of the Azerbaijan Republic, "On traffic regulations" about respectively application of the law of the Azerbaijan Republic of the President of the Azerbaijan Republic to 24 dated numbered decrees of on November 22, 1998 .
1.2. " Law on traffic regulations" with the law of the Azerbaijan Republic (further in the text - "Law") each physical person reached age limit, fit for driving , knowing traffic regulations, having driving certificate and driving skill has the management right for the means of transport in the territory of the Azerbaijan Republic.
1.3. Depending on type, fixing of the transport means and management features, the following categories are shown in the driving certificates :
"A" motorcycles;
Motors which are not concerned "B" - "A" category, allowed maximum mass not more than 3.500 kilograms, the number of seats, for controlling cars which are not over 8 from driver seat ;
Motors which are not concerned "C" - "D" category for controlling motors not more than allowed maximum weight 3.500 kilograms ;
"D" - intended for transporting passengers and the numbers of the seats, besides driving seats for controlling more than 8 motors ;
"E" harness "B", "C", or related to "D" category, but the compositions completely to the same categories or one of these categories which not enter for controlling the means of transport;
For controlling - "Trams"
For control - "Trolleybuses"
1.4. "B", "C", or drivers of the transport means concerning to the "D" category, the means of transport concerning to this degree of transport means , thus is allowed to manage together with harnesses which are not more than 3500 kilograms. having the Complete mass is not more than 3500 kilograms "B","C", or transport means concerning to the "D" category and for managing harnessed buses the registration must be in the driver's driving certificate allowed "E" category.
1.5. The roads in the territory of the Azerbaijan Republic:
Management right of the motorcycle (category "A") - from 16 ages;
Management right of the means of transport from the category of "B" and "C" - from 18 ages;
Management right (the) trams, of/from 20 wet;
"D" and "E" means of category transport and management right for trolleybuses - arising from 20 ages.
1.6. Each person wanting to receive driving certificate on traffic regulations theoretical and must take practical exams on management skills to the means of transport.
Theoretical at first, practical exams are carried out then. Persons who have not taken theoretical exam, are not allowed to the practical exam. This is carried out appropriately to acceptance of theoretical and practical exams to regulations 3 ands the 4th Appendixes.
Note: The pupils who have finished the establishments of teaching , also "A" "C" and preparing drivers for "BC" category means of transport involved by Ministry of Internal Affairs and State Border Service conscripts are allowed to the examination points after completing the courses and receiving corresponding certificates. Driving certificate is given to the persons who have not reched18 age passing the exams successfully and " are able to manage the motor after completing 18 age in the column of "special notes». The Ministry of Defence, Ministry of Internal Affairs and soldiers carrying out of timed military service for receiving "D" and "E" category driving certificate an exception to , when having 10 months driving experiment and when reaching 19 ages are allowed to exams.
2. The rules of allowing exams in the State Traffic Police and managing the means of transport means
2.1. Acceptance of the exams and means of transport concerning to "A", "B", "C", "D" and "E" category, driving certificate for managing tram and trolleybus is carried out by The State Traffic Police exam-registration point "further in the text - REP").
The exams acceptance and giving driving certificate for controlling the tractors and means of other mechanical transport are implemented on the basis of instructions coordinated with Ministry of Internal Affairs of the Ministry of Agriculture and Ministry of Education .
2.2. "A", "B", "C", "D" and one of the means of transport concerning to "E" categories , physical persons for receiving driving certificate for the purpose of managing "tram" and "trolleybus", must pass preliminary courses in the teaching establishments on the basis of plans and programs of unique teaching coordinated with State Traffic Police of the Ministry of Internal Affairs of the Azerbaijan Republic.
2.3. All teaching establishments being engaged with preparing drivers of means of motor transport and raising their specialties must be registered in the office of State Traffic Police.
2.4. Since the beginning of the seminars in the teaching establishments within 15 days, group of each teaching must be registered. List of the each teaching group entering to the registration-examination point must be sent to the State Traffic Police after registration within 7 days.
2.5. Candidates must pass the medical inspection in accordance with certain procedure for acceptance to these courses.
2.6. Persons who are in the registration of the narcotic and psychiatry clinics connected with the intended diseases determined in the list of the Ministry of Health of Azerbaijan Republic, who have experience less than three years in the management of the means of motor transport and persons who have been deprived from the right of driving due to drunkard condition, likewise resulted their death transport event or damaging to the persons in the last two years, are not permitted to control buses, trams and trolleybuses and to the exams on the same categories .
2.7. Exam for receiving the driving certificates , is accepted only from persons who have constant or temporary passport registration on the territories where they served. In other circumstances the point of allowing persons to the exams will be able to settle as exceptional case by the State Traffic Police administration.
Note: But soldiers of the Ministry of Internal Affairs and the State Border carrying out of timed service , in the extreme situation (natural disaster, fire, occupying territory) on the temporarily settled areas of the Ministry of Defence are allowed to the exam in the REP for receiving driving certificates where military parts are located.
2.8.But driving certificates for managing the transport means about category of "A", "B", "C", "D" and "E", are given to the persons passed practical exams (practical exams are taken in the tram and trolleybuses parks )successfully and to the persons passed theoretical and practical exam in the REP.
2.9. For the persons graduated from intended special higher and middle teaching establishment for preparing motor-car qualified cadres in the teaching plan and programs, for managing the means of motor transport concerning category of A", "B", "C", the driving certificate is given after passing practical and theoretical exams successfully according to any category.
About teaching of the subject on car speciality as an affirmative document: Extract from the table of exam and diploma and who have middle special education; Diploma who have higher education and the Appendix is accepted to him
2.10. People has prepared for the exams by themselves can be allowed to take exams to obtain a driving license for driving transport means of “A” and “B” categories.
The applications of the people, has prepared for the exams by themselves, are registered in STPD, afterwards they are allowed to take theoretical exams on traffic rules and practical ones on vehicle control skills
2.11. Drivers are permitted to control vehicles in category “E” who have driven vehicles in category “B” or “BC”, or "C" or "BCD" or "CD" or "D" for over 3 years having finished re-training courses on the basis of defined program and passed theoretical and practical examinations at REC. The drivers who have rights to control vehicles in category “B”, having taken retraining, passed theoretical and practical examinations in accordance with the programs defined in educational institutions are entitled to drive vehicles in category “C”.
To have rights on controlling vehicles in category "AB" or "ABC" the drivers who have rights to control vehicles in category "C" or "D" are allowed to take theoretical and practical exams without taking a course additionally.
Practical examination are applied (accepted) in busses and trailers defined by educational institutions.
2.12. If the health of the person taking an exam causes a doubt evidently, he/she is sent by STP official again to pass thorough medical examination.
2.13. Driving licenses are returned back to the people whose rights are limited temporarily to control vehicles after the termination of that period, they have passed medical examination and their level of knowledge and driving habits are checked.
3. Issuing driving licenses, examination adoption and driving licenses
3.1. A driving license is an official document certifying that the holder is suitable qualified to drive a motor vehicle.
3.2. Depending on the types of mechanical vehicles driving licenses issued by the State Traffic Police of the Ministry of Internal Affairs of the Azerbaijan Republic have different types such as: for controlling motorcycles, automobiles, trams and trolleybuses.
3.3. The date of expiry of a driving license is defined as following:
for persons under 60 – 10 years;
for persons with the age of 60 or more – the rest of the period until they are 70;
for persons with the age of 70 or more – 2 years;
for persons with diseases defined by the Ministry of Health of the Republic of Azerbaijan – within the period intended in the medical reference they have issued not being later than 2 years.
3.4. The name of the driving license is to be written in the official language of the Republic of Azerbaijan and French language ("Permis de conduire"), but the titles of the information in the license is to be written in Azerbaijan and English languages.
3.5. The driving license holder should keep the driving license safe issued to him.
3.6. For controlling any vehicles in all categories theoretical and practical examinations are held by examination commission of the REC.
3.7. Examination commission holding theoretical and practical exams is to be composed of two or more persons.
The member of the commission is shall be defined by the chief of the REC and is composed of: a chairman – an employee of registration –examination department (section, group);
the members – representatives of a motor transport training institution, military commiserate and the competent organizations.
3.8. The members of the examination commission should know the traffic rules and examination holding rules, as well as those people: should have higher or high technical education on automobile specialty; driving license to control the vehicle on which the examination is held.
3.9. Leavers of the courses for training and improvement of professional skills of drivers are to take theoretical and practical exams on vehicles controlling habits at the REC. Educational institution leavers are taking exams on the days defined by the examination commission.
3.10. Educational institution leavers should submit an application to the REC. The application should include the following documents:
Excluding persons mentioned in the Article 2.9 and 2.10 of this Provision, a certificate about the training in the volume intended in educational program and programs on the training of drivers of vehicles in appropriate categories;
Copy of the diploma for the persons intended in the Article 2.9 of the Provision, an extract from semester – exam tables, or diploma supplements; documents for persons prepared themselves for the exams on appropriate category to have been registered at STP department; medical reference on their suitable to drive vehicles in appropriate category; receipts on duty paying for examination to be taken and driving license to be issued; identity cards of the citizens of the Republic of Azerbaijan (a certificate on the registration of strangers in the territory of the Azerbaijan Republic or the ID card of those who do not have not become a citizenship within the territory of the Azerbaijan Republic).
Note: The driving licenses issued by the competent authorities of foreign countries in accordance with the international standards and of which the date of validity has not expired are in force within the territory of the Azerbaijan Republic. The notified translation of strangers’ national driving licenses of which the date of validity has not expired who are temporarily living in Azerbaijan can be useful and principle for having driving license.
3.11. The persons, have been trained at educational institutions for driving of vehicles, are allowed to take theoretical and practical examinations again not earlier than 7 days.
3.12. In accordance with the terms of the Article 2.10 of the current Provision, the persons have taken exams are allowed to take examinations again not earlier than 20 days. A person have not passed theoretical or practical examinations once, prepared the exams by themselves are allowed to take exams again having passed preparatory courses accordingly only at educational institutions.
3.13. The results of the exams on traffic rules and driving trainings are signed by the members of examination commission presented in holding the exams and are documented with protocol in accordance with the Appendixes № 1 and 2 of the Resolution.
3.14. The chairman of the examination commission verify if the driving licenses are compiled and issued in order and certify them with his signature and the seal of the RES.
3.15. The persons have successfully passed theoretical exams on traffic rules and practical examinations on vehicle driving habits are issued the driving licenses by the RES.
3.16. In respect to the application of the Azerbaijan Republic Law “on Traffic Rules” other matters on this Provision is regulated with appropriate instructions approved by the Ministry of Internal Affairs of the Azerbaijan Republic.

The methods on theoretical examination holding *
1. Examination holding forms
1.1. Theoretical examination can be held on all educational groups, as well as a part of it in the following form:
On the basis of oral inquiry on the tickets prepared by the STPA;
Through different observation organizations;
via examination apparatus, computers.
1.2. The exam should be held in the form that it will be possible to define if the driving candidate understand and know different rules and requirements.
2. Exam content
2.1. During the practical examinations driving candidate’s knowledge and how he/she has understood the subject will be defined: legislation, including the Provision on vehicle control and administrative responsibility on the breach of the traffic rules; the rules and the requirements on the traffic rules, road signs and signals, road signings and their meanings; the specifications due to the safety of vehicles during the movement; the rules concerning directly on the driver about the traffic rules safety including the length of working day and the weekends; the rules on the driver’s correct behaviour when road-traffic accident happens; civil and criminal liability of the driver when road-traffic accident has happened; the factors creating opportunities for road-traffic accidents; vehicle elements having great importance for the provision of road traffic safety; the methods of medical assistance provision (before the doctor comes) to the persons injured as a result of road-traffic accidents; control-Provision works and managements methods that prevent harmful substances produced from vehicles into the air to be more than that norms.
2.2. Examination tickets are considered for the persons who intend to obtain driving licenses that give right to control vehicles to take exams on the traffic rules. Examination tickets include all the chapters of the traffic rules, movement safety requirements and medical training.
There are 10 questions on every examination ticket with the raw number between 1 and 10.
2.3. If there are appendixes and amendments to the traffic rules, other documents or the questions do not match the answers such tickets are considered worthless for examination.
The examinations are held only with the tickets compiled in accordance with the applicable normative documents.
2.4. The results of the examinations hall be mentioned on the special exam paper in the form intended in the appendix to this method.
3. Holding of theoretical examination
3.1. Some people shall take an exam at the same time depending on the area of the room and the equipments inside it, as well as in accordance with the possibility of observation on examinees’ behaviour.
The examinee is presented an examination paper after having his/her necessary documents checked.
3.2. After giving detailed information about the examination apparatus and paper the examinee is offered to take a ticket. The duration of the exam is considered to be 15 minutes.
The examinee should read any questions attentively and should choose the most complete and right answer he/she has been offered.
For the drivers of vehicles in any categories, as well as trams, trolleybus 10 questions are considered.
3.3. The examinee having answered all the questions gives the examination paper to the RES employee responsible for it.
The results of the exam are defined by the examination apparatus and computers.
The examinee passes the exam in case has answered 9 of the 10 questions correctly he /she has been suggested.
The person who has not been able to answer the questions within 15 minutes or has had 2 mistakes is considered not to have passed the exam.
3.4. The RES employee should explain the examinee about examination rules before holding the examination with the help of computers or examination apparatus.

The methods on practical examination holding *
1. Vehicle and its equipment
1.1. Driving candidate shall take a practical exam in the vehicle in the appropriate category:
1.1.1. "B" - cars;
1.1.2. "C" – in the trucks with the gross weight of over 3500 kg;
1.1.3. "D" - as a rule on the busses with the capacity of 20 seats and the length of 6,5 m at least. But for military services it can also be held on the busses with other capacities;
1.1.4. "E" – on the trucks with semi-trailers or trailers with a vehicle traction in “C” category and at least two axles and the distance of 1 km between each other, but on busses with tractions in "D" category.
1.2. The motor vehicles considered for practical examinations should be supplied with additional cohesion (except those one with automatic transmission) and foot pedal pedestals, as well as, rare mirrors.
2. Organization of exams in automobile
2.1. The practical examination on automobile controlling is held on a special little square, autodrome or on testing routes;
2.1.1. The cover of the autodrome or closed little square should be strong, apart from the movement of motor vehicles and provided with the appropriate equipments and things for testing.
On the first stage of the test the driving candidate’s ability and habits on implementing driving training elements are tested;
2.1.2. The territory used on the first stage of the testing for the "B", "C", "D" practical motor vehicles should have the following structure:
2.1.2.1. upward slope (with the slope not being less than 16%);
2.1.2.2. the territory with limited width for the back movement;
2.1.2.3. a box for the motor vehicle to be driven to the stop back.
The sizes of autodrome, or closed little square and the shapes of the components there shall depend on the size of motor vehicles considered for testing;
2.1.3. Other places can also be used if there are no autodrome or closed little squares. In this case, the shapes of their components should be made up with the help of movable means:
2.1.3.1. The components of “the territory with limited width for the back movement” and “a box for the motor vehicle to be driven to the stop back” for motor vehicles are provided with grey-green supports with the height of 1,2 m, durable foundation, flags over them.
Whereas for trucks such elements are provided with cables stretch taut between each other and the columns with colorful flags.
The height of the cables stretch taut should match the height of cargo platform of the automobile;
2.1.3.2. “Slope area” elements considered for the motor vehicles in all types can also be arranged as a pier which is durable enough and insures safety of the movement over it;
2.1.4. In order to save time having placed the elements inside the little closed square it is possible to hold a test in two or more automobiles that is considered purposeful. The movement is organized with the help of road signs and signed lines. The movement scheme of the little closed square with the elements described on it should be hung in the visible place for the driving candidate to be aware in advance.
2.2. In the test route where the movement is blocked:
2.2.1. Driving candidate’s knowledge and habits should be checked in testing route under the following conditions:
2.2.1.1. To pass the crossroad in the superiority signs of 2.4 “Give way”, 2.5 “It is prohibited to cross without sopping” intended in the appendix No 4 of the Azerbaijan Republic Law “On Traffic Rules”;
2.2.1.2. to pass other road area with other signs that are warning, directing and giving information to a driver;
2.2.1.3. to pass the crossroad regulated or not by traffic lights;
2.2.1.4. to fulfill left turning twice, or back once;
2.2.1.5. to fulfill right turning twice;
2.2.1.6. to move on the road with one or more traffic lines for one side movement.
2.2.2. the number of routs for the RES is defined depending on the number of people providing a service, the condition and the length of the street road network.
The number of routs is recommended to be between 5 and 10 in the cities with 500000 and more population, whereas between 3 and 5 in other points.
Note: the area is provided with appropriate complex elements depending on their sizes to hold practical tests in the first stage on driving motor vehicle in category “E”.
2.2.3. For each examinee it is recommended the length of the rout to be between 1,5 and 4 km, including the elements intended in the articles 2.2.1.1-2.2.1.6.
2.2.4. Test rout, rout map (rout scheme) is compiled in the form of 200ґ 300 mm. Each rout is provided with row number.
It is considered purposeful to start the test in the rout from a place and finish there for the purposes of changing examinees duly and saving time (for instance, test area).
If the routs are chosen after one another, so the beginning of the first one and finish of the last one should be the same place.
It is purposeful to have reserve variants of test routs for being changed periodically.
Before starting the second stage of the test the examiner should introduce route maps for driving candidate who has chosen by accidental selection, to move in test route.
2.3. The duration of the examination should be enough to define driving candidate’s ability on driving the motor vehicle category he/she intends.
2.4. In the first stage of the test the examiner observes the fulfillment of the elements with the help of either visual or technical means.
In this case the examiner will be on the test automobile or away from it or his/her place is defined depending on the size of little closed square or control technical equipments inside them.
3. The content of the test
It is considered to implement the following elements by for defining the training of the driver and the candidate:
3.1. in autodrome:
3.1.1. to move on the place on slope – the automobile should be stopped on the slope, afterwards the movement should be carried on (in this case the automobile should be moved accurately, the engine should not be off and the automobile should not move backwards more that 20 cm);
3.1.2. Moving back in the place with the limited width of the movement part
(to move back once starting the rear gear of speed box in the road area with limited sizes)
The automobile should be stopped so that, its external counter should be inside the mentioned box.
While fulfilling this element the minimal distance from the box should be 1,5 times to the external dimension of turning radius of the test-automobile.
3.2. In test route:
3.2.1. movement beginning:
3.2.1.1. to begin the movement, to be attentive in respect to the other movement participants;
3.2.1.2. to turn warning signals on and giving on time;
3.2.1.3. to use rare mirrors;
3.2.1.4. to start the motor vehicle from the place perfectly;
3.2.1.5. to increase speed and change to the transmitter;
3.2.1.6. straight movement;
3.2.1.7. to place of the road on the movement place correctly;
3.2.2. to observe necessary movement speed;
3.2.2.1. to chose the interval and side distances between motor vehicles;
3.2.3. to maneuver on the road with two or more movement line in the same direction;
3.2.3.1. to do warning signals on time;
3.2.3.2. to pass correctly stopped motor vehicles, as well as public transport and other obstacles;
3.2.3.3. to fulfill replacement from one line to another one correctly;
3.2.3.4. necessary reaction of movement placement against the signals;
3.2.4. to pass on the adjustable crossroads:
3.2.4.1. to evaluate road condition while driving nearer crossroad. to do warning signals when necessary;
3.2.4.2. to stop motor vehicles in front of the crossroad correctly;
3.2.4.3. to start the motor vehicle perfectly from the place afire being stopped;
3.2.4.4. to observe traffic light signals or traffic police employee’s signs;
3.2.5. to pass on the adjustable crossroads:
3.2.5.1. to estimate road mark lines considering other movement participants’ signs while driving nearer crossroad;
3.2.5.2. to observe the rules when the movement is preferred;
3.2.5.3. movement speed and pedestrian crossing while driving nearer crossroad;
3.2.6. to fulfill turning back:
3.2.6.1. to enter the turning correctly;
3.2.6.2. to drive out of the turning considering completeness, speed and trajectory of movement.
3.2.7. passing:
3.2.7.1. to estimate conditions considering road mark lines and other movement participants’ behaviour before passing;
3.2.7.2. to do warning signals on time;
3.2.7.3. speed regime during passing depending on the definite condition;
3.2.7.4. trajectory of the beginning and finish of passing operation on condition that providing movement safety;
3.2.8. stopping:
3.2.8.1. to do warning signals on time and correct replacement;
3.2.8.2. to decrease movement speed perfectly;
3.2.8.3. to place motor vehicle while stopping on the movement part of the road (by the edge).
4. To evaluate driving candidate’s training.
4.1. The examiner should inform the driving candidates about the made mistakes and their marks on the result of the exam.
4.2. if the driving candidate refuses the execution of any elements of the test or makes the examiner to interfere the examination process having created emergency condition, he/she will get “unsatisfactory” mark.
5. Organization and demands of the examination held on the motorcycle
5.1. As a rule controlling habit is checked on one person motorcycle, motorcycles.
5.2. Driving habit checking is carried out on a special little square.
5.3. Driving candidate will be able to implement the below mentioned maneuvers:
5.3.1. to pass speed box upside down downside up moving straight;
5.3.2. to control with lower speed without taking his/her feet from the mat;
5.3.3. to execute turning and turning back with small radius (“overall circle”, “snake-like”, “eight-like”).
5.4. in case the examinee cannot fulfill (“overall circle”, “snake-like”, “eight-like” maneuvers, the exam shall be stopped.
5.5. it is enough to have two “unsatisfactory” mark sand the followings;
5.5.1. to touch road cover while fulfilling "circle" or snake-like” or “eight-like” maneuvers ;
5.5.2. Not to be able to distinguish passing while stopping and the engine working.
